Authorities Arrest DUI Suspect after Fatally Striking Man and Woman in North Highlands

 
NORTH HIGHLANDS, CA (July 23, 2023) – John Dynes and Amy Brem were killed in a DUI crash in North Highlands on July 11.
 
The fatal crash happened around 8:27 p.m. on Elkhorn Boulevard. According to the California Highway Patrol, 20-year-old Alyssa Sandoval of North Highlands was driving a Honda Civic eastbound on Elkhorn Boulevard when she swerved onto the sidewalk for unknown reasons. She then struck Dynes and Brem who were walking in the area.
 
Both victims suffered fatal injuries and died at the scene. Dynes was 62 years old. Brem lived as unhoused for the past three years.
 
According to witnesses, Brem and Dynes were looking for Brem’s dog prior to the crash.
 
Police later arrested Sandoval on suspicion of DUI and transported her to the county jail.
 
An investigation into this fatal crash is underway.
