Suspected Drunken Driver Kills Good Samaritan on 80 Freeway near Dixon Avenue

 
DIXON, CA (April 13, 2021) – A woman died in a DUI crash early Sunday morning on 8 Freeway near Dixon Avenue.
 
The Solano County Sheriff-Coroner’s Office identified her as 47-year-old Julie Phillips of Dixon. She died shortly after 2:30 a.m. on April 11.
 
A black Mazda CX5 was traveling at a high rate of speed when it rear-ended a silver Hyundai Elantra. Several witnesses stopped at the scene to assist those involved.
 
Moments later, a red Toyota Tacoma drove into the scene and collided with a silver Toyota Prius. The Tacoma continued forward and collided with the Mazda and its driver, who was standing outside of the vehicle. It then also struck Philips, who had stopped to help.
 
Philips suffered fatal injuries and died at the scene.
 
Paramedics transported the driver of the Mazda, 31-year-old Larry Bowie of Vallejo, to Kaiser Permanente Vacaville Medical Center with major injuries.
 
The driver of the Tacoma, 29-year-old Mason Wessel of San Francisco, had minor injuries. The driver of the Prius, 26-year-old Karen Maduena of Suisun City, also had minor injuries. Emergency took them to Kaiser Permanente Vacaville Medical Center for treatment.
 
Police later arrested Wessel on suspicion of felony drunken driving.
 
Further investigation is underway.
