NORTH PARK, CA (December 11, 2023) – Authorities identified 42-year-old Stephen DeBow of Del Mar as the pedestrian killed in a hit-and-run on Utah Street, Thursday evening.
 
According to the San Diego Police Department, the incident happened on November 21, at about 7:15 p.m, DeBow was crossing the street in the 4000 block of Utah Street when a vehicle hit him near Polk Avenue.
 
Emergency crews transported DeBow to Scripps Mercy Hospital, where he unfortunately died six days later.
 
The driver of the vehicle, identified as 76-year-old Donna Chapman Jacobs, left the area. As per reports, Jacobs was arrested 10 days after the incident.
 
Jacobs posted bail and appeared with a public defender in court Thursday. There, she was officially charged with felony hit-and-run causing death and misdemeanor vehicular manslaughter.
 
The judge revoked her driving privileges and ordered her to surrender her driver’s license at the next court date, December 18.
