Ruben Torres Dead, Luciano Ruiz Arrested in Tulare Hit-and-Run on J Street near Tulare Avenue

 
TULARE, CA (June 8, 2022) — A 62-year-old Tulare resident identified as Ruben Torres died in a hit-and-run crash on Monday, June 6.
 
According to the police, officers received a call about a pedestrian accident on J Street and Tulare Avenue at around 8:30 p.m.
 
When officers arrived at the area, they discovered a 62-year-old man with critical injuries in the roadway. Officials said bystanders administered first aid to the man. Then medics rushed him to a local hospital, where he later died.
 
While investigating, officers determined that the victim tried to walk across the street outside the crosswalk when the crash happened.
 
Following the crash, officers said the driver did not stop or report to the officers for help.
 
Witnesses gave officers a description of the vehicle. After spending all night looking, they found Luciano Ruiz, and he admitted to being the driver of the vehicle. They arrested him for felony hit-and-run and driving without a valid California driver’s license.
 
Officials booked Ruiz at the Tulare County Jail and impounded his car for evidence. They set his bail at $100,000.
